Ce mod ajoute un nouveau personnage jouable à GTA : Vice City : Barack Obama, le 44e président des États-Unis. Le modèle est réalisé en tenant compte du style original du jeu et remplace l’apparence standard de Tommy dans un costume bleu (player2.dff). La modification est adaptée à la version mobile du jeu (Android) et nécessite des compétences de base en matière de gestion des fichiers .img et .txd. L’installation se fait manuellement à l’aide d’ES File Explorer, d’IMG Tool et de TXD Tool.
